Facts about the country
Ghana is a presidential democracy. Its Fourth Republic was established on 7 January 1993. Ghana is a founding member of the Economic Community of West African States (ECOWAS), which was created in 1975. In 1963, Ghana joined the Organisation of African Unity (OAU), which was succeeded in 2002 by the African Union (AU). The country’s political and economic centre is the capital, Accra. Ghana’s main exports include gold, oil and cocoa. Diplomatic relations between Ghana and the Federal Republic of Germany were established on 24 June 1957, and between Ghana and the German Democratic Republic on 13 December 1972.

Expanding German–Ghanaian cooperation for the long term
Dr Joachim Stamp, Federal Government Special Commissioner for Migration Agreements, visited Ghana in March 2024, accompanied by a delegation made up of representatives from various federal ministries. In talks with the ministries responsible for foreign relations, labour and education, among others, the two sides decided to increase their already good cooperation on all migration-related issues and to put it on a permanent footing. They also stated their intention that the Ghanaian diaspora in Germany should play a key role here in future. Federal Chancellor Olaf Scholz travelled to Africa in 2023, where he visited Ghana and met with President Nana Addo Dankwa Akufo-Addo and other government officials.

Ghana is a safe country of origin
As a rule, people in Ghana do not face political persecution. Ghana was designated as a safe country of origin in 1993.
Asylum applications from nationals of safe countries of origin are still examined individually. However, the authorities generally assume that there is no need for asylum applicants to fear government persecution and that the government is in principle capable of protecting its citizens against persecution by non-state agents. Asylum applicants may dispute this assumption during the asylum procedure.
Ghana’s status as a safe country of origin generally makes faster processing of asylum applications from Ghanaian nationals possible and means that Germany can more quickly terminate the stay of those whose applications for asylum have been denied. Cooperation with Ghana on all issues concerning migration is very good.
In its coalition agreement, the Federal Government set out comprehensive reforms intended to bring about a paradigm shift to reduce irregular migration and increase legal migration. These reforms comprise a variety of measures. One of these measures is the negotiating of migration agreements by the Federal Government Special Commissioner for Migration Agreements, Dr Joachim Stamp, which is intended to build lasting and comprehensive cooperation with migrants’ countries of origin. Alongside this approach of developing extensive migration partnerships, the responsible bodies in the federal and state governments are continuing their existing cooperation on returns with countries of origin.
Travel and safety information
